Jammit::OutputNotWritable: Jammit doesn't have permission

I've moved my Rails app to a new server and now I'm having problems with Jammit. I deploy with Capistrano and have tried a few different routines to get Jammit to run when I deploy (which works), but everytime the Passenger app restarts it seems to want to re-reun Jammit, which I don't need it to do, it only needs to run when I deploy.... is it possible to disable this re-Jammit-ing process? Or is this due to a discrepancy between the user that Capistrano runs as and the user that the app is running as?
