I wonder if there is any software that is specifically for the Help/FAQ section for a website like:

FAQs and knowledge bases tend to fit the purpose of a wiki. Maybe just using something like that as a stand alone will fit your needs.

Doesn't fit. I find that Wiki's navigation is no good.
