any geolibrary (yahoo geoplanet, geonames) which has polygon info

I'm interested in getting polygon data for cities and in particular neighborhoods of cities. Does any of the open-source 'geolibraries' like yahoo geoplanet or geonames offer such a thing? On first glance I can't seem to find it.
