Is there any ready-to go project of app for StackExchange sites for nokias symbian? (somethn' like facebook app)
Or maybe any code-base/reference/examples, from witch i can start to develop that kind of app?

If something exists, it'll probably be discussed on Stack Apps. I did quick searches for "nokia" and "symbian" and nothing turned up, but you'll probably want to look more in-depth. Otherwise, the same site documents the Stack Exchange API.
