I want to develop a website which has an inbuilt QA forum and a blog in it. What would be the best framework/tool to do this quickly?

We are mainly a Java shop.

I'd say MVC as this is my choice. Take a look at WebMatrix as a starting point as there are a lot of pre-built solutions that you just need to customise the look and feel of.

You might want to look at Drupal. There is a project that builds a StackOverflow-style Q&A site on top of Drupal: ArrayShift.
