How to activate DevicePolicyManager in android implicitly?

well once you get the necessary classes and instantiate the DevicePolicyManager,ActivityManager and ComponentName

when i try to enable it using an intent call, it shows me an info screen about this to Activate or Cancel in which i wanted to have it activated already without the user's permission.

is there a work-around with this?
