IE7 Hover Problem (or Bug)

Question

Hi,

I am currently developing a website and I am very bad at cross browsing issues. Now, I encountered a bug which I am not able to fix.

I have created a new HTML file for testing purposes, it does not have images but the bug is still there. If you open this website with IE7

You will see a text "Popüler Dökümanlar"

If you move your mouse over that text, footer jumps up to the center of the page. I have spend hours to fix it but could not find the problem. It works great on Firefox and Chrome and IE8 but does not work on IE7. Could you help me out?
