What tools would you recommend for monitoring the general health and performance of an oracle database. How do you ensure database issues are picked up and resolved quickly.

Have you looked at TOAD. If you get the edition with the DBA module, there are heaps of monitoring & optimization features.

No special tools needed. Your users will generally inform you of performance problems in a very timely fashion. A good DBA should be able to solve/prevent them.

Statspack and AWR are part of oracle (statspack is pre-oracle10 and AWR is 10g+) They are good for looking at how your db is performing. There are also a number of 3rd party tools available, can't say any of them is better than the rest as they all do the same thing IMHO.
