I am looking for the WinXP Pro SP 3 ADB driver for the HTC Incredible. Does anyone have a link to it?

HTC usually ships drivers on SDcard. Also usually you just have to install their HTCSync app to get device usable through abd.

The drivers may be provided on the disk that ships with the device, but I test on multiple devices and did not want to install the sync software.
