Parking Rules With Programming

I am trying to achieve a logic that will take GPS co-ordinates as input and will output either Yes or No based on situation where one can park the car where s/he is. I did try many solutions but failed and want somebody's help so that I don't waste time anymore.

I tried this website http://a841-dotvweb01.nyc.gov/ParkingRegs/ViewController/LocationValidation.aspx to scrape data and to check if one can park or not. I used PHP. I used google maps to convert coordinates to address.
