ActiveSync Automatic Synchronisation Setup Wizard will not start

I have reinstalled Microsoft ActiveSync, all the old partnerships are therefore deleted but now the automatic Synchronisation setup wizard does not start when I connect a phone. Any ideas how can I force it to start or to recognise a phone?
