cannot add Outlook form region in Visual Studio 2008

I created a new Outlook Addin solution in Visual Studio 2008, and tried adding an "Outlook Form Region" item, but I get this error:

"Could not load file or assembly 'Microsoft.Office.Tools.Outlook.v9.0, Version=9.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The system cannot find the file specified."

and I have no clue on where to begin with this...
