The best? Buying the best dedicated server you can afford and then having the best IIS/Hosting guy you can afford configure it and finally buying the fattest pipe you can afford and then having an army of monitoring agents checking it and fixing downtime.
Sorry this is facetious but its a ridiculous question without knowing more specifics about what you'll be hosting.
godaddy.com and discountasp.net are slightly better than horrible but these are shared hosts where you're sharing resources with 1000 other sites.

Facetious answers don't add to value of this site. Your answer should be a comment. The question isn't ridiculous, unless you think that a poor command of English is ridiculous. The question is invalid because it is not a programming question. However, it stands in a grey area that I have seen tolerated elsewhere on this site.

I would go with an orcsweb.com cloud server, but to justify the cost you need a fair number of clients. Their tech support is second to none, they are always up to date with patches and new releases of software, etc.
We use a cloud server with managed hosting, ie, they do all the maintenance work on the server. It is expensive, but I can just get on with what is my job, rather than pretending to be a server guy.
