Export video into animated gif?

Is there any recommended programs that will output an animated gif based on a video input? Preferably mac but windows is fine as well.

I want to say that I've seen others, but the SUPER encoder will. The interface is a little clunky, but its been a handy tool for converting all sorts of videos from one format to another.
