android.provider.Settings.ACTION_NETWORK_OPERATOR_SETTINGS not found

I am trying to use android.provider.Settings.ACTION_NETWORK_OPERATOR_SETTINGS but it is giving an error. I think its matching Activity may not exist.

How can I use it. I want to make an application which can directly give me list of available network operators.
