I would software and technology are two huge topics. I would pick one and focus on that.

Write unique stuff.
It's incredibly frustrating when my aggregator is filled with (for example) dozens of people saying nothing useful about Chrome, just because it's recently been released.
Before you write any article, search to try and find similar articles, and only start on your entry if it can add something new & interesting.

Write consistently - about the same length of posts, same times and days. Humans are wired for schedules.
Strong opinions weakly held. People will respond more to a strongly worded post than one which hedges every sentence.
Write consistently. Keep producing content on a regular basis.
Really dig into your interests and pull something you haven't learned out and discuss it. But keep it short - don't discuss minutae unless that's what your blog is all about.
Write consistently. Don't give up, don't go in thinking you can always back out. Keep writing.
