Best way to edit PDF's

I need to make additions and modifications to a PDF (Footnotes) What tool or tools are the best/easiest way to do it.

Look into Adobe Livecycle. That's the best.

The Adobe product line is good but not cheap. Though money <-> features relation is nice (IMHO). If you do this program you could look at iText.

You would always be better off editing the original and recreating the PDF if that is possible.
