I am looking for an easy to use WYSIWYG athoring tool that lets me build a complete website that consists of multiple connected static html pages. Actually something like Frontpage would be exactly what I need. I can define menus, contact forms, design the layout and define how the sites are linked to each other. But frontpage seems to be discontinued and also the older versions are still slightly too expensive. Is there a good cheap (maybe open source) alternative that can to those things I mentioned? The resulting website doesn't have to be compliant to any html/css standards.

Nvu is free: http://www.net2.com/nvu/

There's also KompoZer which is built off of Nvu: http://www.kompozer.net/

SharePoint Designer (which used to be called FrontPage) is now free. See http://office.microsoft.com/en-us/sharepointdesigner/FX100487631033.aspx.

Do I need sharepoint on ther server for this?

No. It's pretty much just an HTML editor, though with the ability to also edit .ASPX pages with ASP.NET controls on them. Obviously, without a SharePoint server, the SharePoint-specific features don't work.

If you want to stay in the Microsoft world, you can always use the free Visual Web Developer. Easy to manage folders and files with the solution explorer, has a pretty decent design view, a built in web server for testing and a bunch of other nice features.
