Are there any C libraries (preferably open source) which are comparable to the GNU Scientific Library (a large library of commonly science & math routines)?

You can call R from C: see http://stat-www.berkeley.edu/classes/s243/call_R.pdf

You could drag in ROOT. I can't tell if this would be good for you without more information about what you want to accomplish.

I wasn't paying enough attention. ROOT is a c++ framework, and may not be appropriate unless you are willing to switch.
