I recommend you search for a web page which structure you like and copy the source code to the code section of a new blank HTML template and learn a little about and of HTML so that you can manipulate the structure as you desire. There are also a lot of free web pages templates in the internet, so maybe there's one that already exist with the same concept you had in mind of developing one from scratch.
