RefactorMyCode.com is a great site for exactly this purpose. It was launched quite recently I believe, but is already very popular, for a variety of languages. I suspect this is the site you are looking for.

If you weren't already familiar, the design of the site is centred around the ability for anyone to come along and suggest incremental improvements to your code, with comments. There's a reputation/ranking system built-in to it, as well.

And yes, the aesthetics of the site are much lacking, though the concept and functionality is still admirable in my opinion.
