How to create local broadcast of webcam feed

An application I am using can embed a streamed video from a URL. So I would like to use my webcam feed by broadcasting to http://localhost%3APORT

On Windows I think Windows Media Encoder will do this. But is there a more lightweight solution? Right now I am just looking at Windows but am also interested in Linux.

I'm not super sure it is a solution but you should have a look at VLC.
