The best reference is the W3C specification
If you're familiar enough with these types of graphics models, a tutorial isn't much extra value beyond the spec.
for 1) I can recommend selfsvg, but only for the german-speaking audience.
After evaluating a few contenders, I found the W3schools site to have a pretty good tutorial as well as a reference on SVG:
David Duce, Ivan Herman and Bob Hopgood put together a stunning tutorial on SVG, written in SVG - it's one of the most compelling tutorials I have seen. They take a duck as their primitive and show how it can be rendered, transformed and animated. There's a PDF copy at

This in itself is well worth reading.
I think the actual SVG tutorial was never mounted Openly - I had a copy - but I wouldn't mount it without permission. However I expect by now David might let it out.
Here is a list of SVG books and articles from the svg.org wiki but out of those I'd recommend the SVG Primer by David Dailey (available free online from the w3c) and the SVG Essentials book by David Eisenberg (available for free online from O'Reilly).
