How to automate add Startup/Shutdown script on windows GPO (global policy object) on windows 2003

I want to add startup / shutdown script on Windows global policy object on windows 2003 so that my script will run during startup or shutdown. I know exectly the way to add it manually but I have to do it automatically with installation script?
