Moss workflow with utl to infopath

Question

I have an infopath form that published to moss form library and opens in browser.

Now I created a sharepoint designer workflow for this form library, that sends email, in the email there is a link to the xml file. My problem that the files name are in Hebrew and the link from the workflow doesn't open them, because the file name in the url is in hebrew (בקשה%20מיוחדת%.xml) and not encoded like if I open it from the library(%D7%99%20%D7%9E%D7%A7%D7%95%D7%A8%D7%95%D7%AA.xml).
