I'm trying to explain some Specman code to an external vendor. I've been using Dia or Visio to copy snippets and annotate/explain what the code is doing. Unfortunately, this process generates large, unwieldy pictures and the process is cumbersome. Is there another tool that I can use to help explain the code?

nWire does just that. It analyzes the code and shows the components and associations in a graphical representation. It is currently available for Java and PHP as an Eclipse plugin, so I'm not sure if it really fits your scenario.

You mentioned specifically email so maybe you have timezone differences that will prevent this, but have you considered using a collaborative online editor to comment and highlight code parts "live", using chat or skype voice to communicate on the side?

I mean something like subethaedit (http://www.subethaedit.net/) for mac or squadedit (https://squadedit.com/) for a more general solution.
