I'm looking for vocoding capabilities from C++.

I can't seem to find a lib/api.

This might be what you're looking for... it's in Matlab, but the algorithm is pretty clear. Also, if you want a vocoder, it's pretty much certain that a few minutes later you're going to need something else from that site.
