I'm building a community website (not WoW related) and am curious what, if any, framework(s) Wowhead may use. The general, non-WoW specific functions of the site are near identical to what I need.

A few of the features I'm interested in are:

I'm sure allot of their site is custom built but I assume that some portions may be third-party solutions, like the forums and blog.

I just don't want to reinvent the wheel if it's out there ready for me to make use of.

It's just the question is so broad that I am not sure anybody could work up the energy to get more info from it.

There are a gazillion frameworks out there that have some or all of the features you want, either built in or as add-ons. I went through this a couple times, there are some many ways to get 80% there, and then stuck you have to be careful. You didn't even mention whether you needed this to be Open Source.

Given that, there is a site called CMSWatch that at least gives you some info as to where to start. Despite the name, they cover more than strictly CMS's. But all the content is not free, but at least it gives you a place to start looking.

I did poke around Wowhead to see if I could see any taletell signs of any of the frameworks that I know of. Given their PHP/MySQL background, it's probably built on that stack. Not that that helps a ton.
