A good text editor and a command line. An IDE-like text editor that will give you code-ahead with the Ant XSD is also nice but not compulsary.
Tools will only get you so far, knowing whats going on underneath is equally important.

Couldn't agree more. But... once the programmer has finished his development, some re-occurring dumb tasks are left for other members of our company. They need a simple, intuitive GUI to perform them.
