Sorry you can't develop iPhone apps on Linux or Windows, You need to have the iPhone SDK and XCode installed on a Mac.
You can find some fairly cheap Mac's on ebay though, so don't lose heart. Make sure you get an intel based one. With a bit of looking you should be able to find a mac mini or macbook for a reasonable price.

You can't, it needs to be on a Mac
Unless, you want to develop applications for jailbroken models, and in this case, I'd check here
