Graphics

On the graphics side, Photoshop and Illustrator seem to be the heavyweights. If you're looking for training, there are thousands of tutorials online as well as training courses held regularly in most major areas. Adobe Create Suite is a little bit pricey, so you might also look into GIMP. I don't think that GIMP can really compete with the Adobe products, but it does suffice if I ever find myself without Adobe CS on my workstation.

If you're a Mac user, there are a few alternatives worth checking out. Acorn, Pixelmator, and DrawIt are all fairly well regarded. On Windows, you should look into Microsoft's offering, Expression Design. I haven't used it, so you'll need to get another opinion.

Web Design

Personally, I prefer a good text editor. TextMate on Mac is absolutely wonderful and reasonably priced. You could also give Adobe Dreamweaver or Microsoft Expression Web are options if you'd like a full featured IDE.

As far as training, there are plenty of good tutorials online. Once you get the gist of it, A List Apart has great articles on design and HTML/CSS techniques. If you're looking for a few good books, Jeffrey Zeldman's Designing with Web Standards and Dan Cederholm's Handcrafted CSS and Bulletproof Web Design are fantastic.
