I´ve been searching for it and I found Encog and Neuroph but I don´t know if any about them... I've to do a final project and I need a litle feedback from humans, sometimes google is not enough XD

Weka is an open source project focused on machine learning for data mining. It seems that this package has its neural networks API. I haven't used Weka yet, but it looks like a serious project.

I've used Weka for Bayes classification machine-learning stuff. It was great for that.

I am one of the programmers of Encog (http://www.heatonresearch.com/encog). We have quite a few of using Encog in a number of different uses. Without specifics on what you are trying to implement I can't describe too much more.
