I tried to download the JDK last friday and then again today and was "greeted" with the following message: "Your download transaction cannot be approved. Contact Customer Service."
Does anyone else get the same message? Is there any workaround for this issue?

I am from Romania, as far as I know we are not at war with the US.
These systems are based on not-terribly accurate IP address to Geographical area mapping databases. It sounds like Sun's database is either out of date or inaccurate.
Workarounds would basically be to change your network address to a different netblock that Sun hasn't mis-classified. You can try changing to another network (going to an internet cafe, trying from a home connection, etc) or use a VPN or a proxy service. Lifehacker had a description today of a program that might help you out here. Otherwise, a proxy service might do you good as well.

If it's IP-geography related, then it's immensely inaccurate. I'm in the U.S. and I get the same message. Sun's website is simply badly coded. How is it such a large company can't provide a page to download their products?

I definitely think that this is due to their poorly coded algorithm and outdated IP database. Basically, I know they ban all US sanctioned countries.
Did you know that 228 results have been shown in Google result?
I even reported to them as this is a security risk which leads people to find and download JDK/JRE in other sites. Malicious guys might inject malicious codes.
