I am wanting to write a piece of software which makes use of the Windows Wireless Provisioning Services as per:

I need this software to run on all versions of Windows from XP SP2 upwards.
Does anybody know why this feature was removed in Windows Vista and whether it was replaced with an alternative that I could use?
Is there another way that I can provision wireless profiles programmatically?
