The Voice Search package is supposed to be downloadable from the Android Market. http://developer.android.com/resources/articles/speech-input.html says:

Voice Search is installed on all the major US devices, and it's also available on Market. You can check whether Voice Search is installed in Settings > Applications > Manage applications.

Other people have posted that they cannot find it in the market any longer, like http://www.google.com/support/forum/p/Android+Market/thread?tid=1bb6b4b87bd93712&hl=en.

The package is called VoiceSearch.apk. There are lots of fileshare sites that have it for download, but I cannot find a Google.com or Android.com site that has it.

You could go to the Market and install the Voice app "Edwin". Then go to it "Help and Tips". There is a link to install VoiceSearch there.
