What program can I use to create something like this CSS cheat sheet?

Jquery or html its just zebra striping.

It can probably be done in Word with columns/tables (they have table styles to do the alternate row colors) -- and then exported as a PDF.

Alternatively, it also looks like it could be coded in HTML (with tables, or floated divs) using Javascript or some other language to easily achieve the alternate row colors, and then printed as a PDF.

Looking at the properties of the PDF, it appears the author of the CSS Cheat Sheet used Xara Xtreme.
