I have noticed that when I download something from a torrent, if it is downloading at full speed, it will not allow the web browser to view any webpage, because the torrent program uses the full bandwidth.
Just as an experiment, is there any other program which is able to do this constantly, i.e. use the full bandwidth of the internet connection constantly until the program is cancelled or stopped?
Or a program which will use a specified percentage of the bandwidth for a specified amount of time?
