If you download the vcam from http://tmhare.mvps.org/downloads/vcam.zip will see inside /Bin directory it's VCamD.ax and VCam.ax
How are these files supposed to run?

You'd need to make your virtual camera "get" input from the real camera, then the virtual camera would be able to stream it out. It would be a bit complex. It reminds me of a directshow filter, though, with one input pin (from the real camera) and several output pins. GL.
