The KB article talks about how you can increase the MaxCmds or MaxMpxCt registry values to allow it to monitor more folders, but we don't care about IIS monitoring these folders, there aren't any aspx or .config files in there it's just static content. How do you get IIS 7 to stop monitoring a folder (and its subfolders)?
