The one that comes with Windows XP is not that great. The text field is small, everything's on one line, and it's hard to edit. Does something better exist? If not, where should I start to make one?

I found this app, called EnvMan. It's labeled as Version 1.3, but the download link says "demo project" and it's sourceforge entry lists it as Alpha, so I'm not sure I trust it for system settings.. I might check it out, but any other thoughts?

You can use SETX.EXE from the Windows 2000 Resource Kit (free download from Microsoft). Here is a little SETX tutorial.
