A:

Find a company who bought MTK toolkit and ask them... found one with estimated cost $3000/"our services".

Have you seen that Android's distributions are using proprietary wifi/gsm drivers? And Android is opensource. For proprietary MTK, there are several quite-non-free editors (beep, beep and beep) that allow to change things like menu entries, language.. Games (NES/MRP) support may be included in some firmware versions, and there is a chance to write an MRP application.. no public toolkit, afaik, and only 128kb ram.

You can do anything at the webserver side, and access it with the browser. Page size limit: ~2 kb (estimated for 700kb free disk space). Pictures are enabled, but often lead to memory errors -> disable. Almost no CSS (font size in three variations, h1-h6, hr's, div's, tables, font/bg color). Was enough for me to write IM/mail/freelance site parser/railroad tickets in one service :P

And you're lucky if you have Java-enabled phone. Mine isn't. (Ask, if you want some service programmed for you in the way mentioned.. will do it.)
