I work for a Government Hospital and we are looking for a CMS to build our web page out of. Some of the things that we are looking for are: ease of making forms, the ability to give access to specific users to add content and files to specific areas, the ability to add my own HTML page, and ease of use, among others.
I prefer any Open Source CMS that uses PHP.
Been looking at WebGUI, Joomla, and WordPress as alternatives.

One of the new-ish ones that I've heard of is Concrete 5.

I have never used it, but it seems like it would be worth your time to look at.

You can try ModX. On top of the core system of ModX, there are many plugins.

Modx Revo is a bit tricky at first with the user management, but Evo is pretty easy to implement. modx is a great package, and much easier for non-techies to edit than joomla and drupal.

I would suggest wordpress.. Becoz it is very light and faster than all other cms.creating forms are very easy...with fast secure form plugins.. you can give access to specific users.have the ability to add custom pages.. very light and easy comparing all others..

The navigation and usability is also easy.. if you want more information about achieving your goal, i can help you with it..You dont actually need to be a techie or programmer
