If you want a two letter top-level domain (the last two letters), they are usually assigned to a country (like .us, .uk) -- it's just a coincidence that some two letter domains look like reasonable top-level names -- .tv is for Tuvalu and .co is Colombia.

Each country does it differently -- so you have to go look for the one you want.

Just use a search engine with your domain and tld registration, like

.tv tld registration

tld means top level domain.

Only IANA can make new ones and won't do it for a business -- only for countries or for other important purposes.

For two letters before the TLD, you probably won't get it, but you can try the registrar for whatever TLD you want, and then, if it's taken, approach the owner to purchase it.

Colombia not Columbia.

I think the question wasn’t about TLDs.

@Alexander thx. @Konrad Rudolph -- he said xx.yy, so I wasn't sure.

There are only 26*26 available domains per TLD (not every TLD supports two letter domain names). So it's very likely that your name has already been taken. Try to lookup whos the owner of the domain using a "whois" service and contact the owner if he's willing to trade his domain.

Don’t forget Unicode characters, where allowed.

@Konrad: Yeah, of course, but basically it's limited to a fairly small amount of domain names.
