Should I buy an ebook, or are there any good online resource available?

Use the codex if you want to learn how to use WordPress. Use the codex + get in and build something (no matter how small) if you want to develop for WordPress.

I don't think buying anything should be your first choice.

1.) Download WP and take a look at the code, (preferably the wp-content/themes section)

2.) In the Themes section, you'll see the twentyone folder. Thats the basic theme that comes with Wordpress. Take a look at the PHP that is used there and start to play with it

3.) Get involved in community at wordpress.org

4.) Find tutorials online. Here are some I found from Googling Wordpress tutorials.
