I use both Google and Delicious. But depending on what you want to achieve, which language/platform you are using and the kind of problem you want to solve, you can have better luck by searching at certain specific websites.

depends. If you are working on PHP then phpclasses.org is a good place for it. for ruby (or ROR) http://rubyforge.org/, also github.org is a nice place in general
