According to this link on Apple's Developer site (login required):

you use the Certificate Assistant in the Keychain Access utility to create a Certificate Signing Request (CSR), which you submit for approval using the Program Portal of the iPhone Developer Program

Well I've created the certificate but I've had no luck finding out how to submit the certificate for approval. I was hoping to do this without signing up for the developer program ($99) since I only want to test apps on my iPhone - not submit them to the App Store (yet).

Can someone post the link to the "portal" where I can submit this?

You need to sign up for the developer program before you can get a certificate signed to run Applications on your phone.

Even though the real question here turned out to be more "Do I need to enroll in order to deploy apps to the iPhone?" the answer to the question can be found here. The guides Apple has written are actually pretty good. The only problem with them is that sometimes the entire enrollment process is so confusing you can't even find your own feet, let alone a HOWTO.

i payed the 99$ and don't know how to submit the request as well

i tried the keychain access program on my machine but i've got untusted certificate and nothing change and i still have error while trying to test on device-iphone instead of simulator
