Anyone have any experience with foreign exchange rate provider that can be accessed via web service? Paid subscription are worth considering as well, although I would prefer to screen scrape information (from finance.google or finance.yahoo) rather than paying. This is not for a mission critical application.

The European Central Bank offers an XML export of daily exchange rates.

If you know the rates you want, you can get a CSV file from Yahoo - i.e. no need to screen scrape. For example:
http://finance.yahoo.com/d/quotes.csv?s=USDEUR=X&f=sl1d1t1ba&e=.csv

This would seem to be a Webservice providing what you want (albeit with a 20 minute delay).

Yeah, any free service will have at least a 15 minute delay. The real time services from Bloomberg or Reuters will cause 1000+ a month since they force you to get their terminals as well.
