I need a reliable web host that provides plenty of bandwidth for downloads at minimal cost. I am going to provide freeware, but not open source (so that rules out SourceForge and other open source hosts).

Does anyone have any recommendations?

hostmonster.com is now unlimited bandwidth and space if I remember correctly. It is insane, though I think at about $6 USD/mo.

It depends: what kind of bandwidth and storage space are we looking for?

My suggestion is to start off with Nearly Free Speech: they are a few cents a month if your site doesn't have a lot of traffic, and they support everything you need for a simple site (PHP, MySQL, Python, some other stuff). When your project grows beyond the point where their business model is cost-effective, you can move to Dreamhost or HostMonster.

If you think you'll have a lot of bandwidth/storage usage early-on, it may be better to go with Dreamhost/HostMonster immediately. Look at this page for information to calculate whether this is the case.

Along with everything that's already been mentioned, it may be worth looking into a CDN like Amazon Cloudfront right off the bat. It's not particularly difficult to upload files to, and it may save you a lot of pain later on if your application takes off.
