I'm just looking for some advice on this - I've advertised on several service marketplaces but all I'm get is vague promises to create 'much suitable commerce sites to your specifications'

In essence I need a site which has the standard commerce features, but onto which I will need to add the features required to run a book rental service. Think of Chegg.com and Bookrenter.com as a reference.

I'm aware of the major platforms available, OS Commerce, Magento and others, and all seem to have pros and cons. What I'd like to know is which platform provides the best overall system worth developing a rental component on top of? That includes all factors like active product development, community, extensions, hosting costs, ease-of-theming and so on.

I would take a look at drupal / ubercart. Ubercart is built on top of drupal. Drupal has an amazing, and large developer base and you can almost always hack together something close to what you want, and then with a little elbow grease you can push it that last mile.
