is there anyway to make confluence look and act more like a regular website. can you still in your own design, css, menus. etc . ? we are trying to spruce up a pretty boring intranet confluence WIKI.

Yes, I think so. Try looking in the view files, and find where the current stylesheets relate back to. Good html can be easily changed completely by css, so it shouldn't be a problem to make it look better.

In the Confluence Administration options, take a look at the various options in the Look & Feel section on the left-side navigation bar; you can insert custom HTML, change themes, color schemes, layouts, and such.

You'll need to be familiar with HTML and, for layout customization, the Velocity templating system, but there's excellent help on the right-side links.

You can use the now free Theme Builder plugin, available here - https://www.adaptavist.com/

Point and click customization, drop-down menus, etc...
